permissive linking

Events link when they share a country-and-tag pair that is rare within this gate. Tighten the gate far enough and every event shares the same pairs, so the rule reads them as uninformative and links nothing — 8 near-identical trade stories produced 0 edges. Permissive linking lets text similarity carry those edges instead. Use it when the gate is already the topic; leave it off when you are exploring, because it also lets loosely-related events join.

The seed reuses the gate's countries, orgs and tags. Tick the box only to make the seed narrower than the gate — a wide candidate pool with a specific thing to find inside it.
